A Talk with Lam Wai Loon and Leong Hong Kit on Resolving Construction Claims and Disputes

In this session, Malaysiakini CEO Mr. Premesh Chandran will be talking to Mr. Lam Wai Loon of Harold & Lam Partnership and Mr. Leong Hong Kit of MAC Consultant. These two established speakers are collectively known as L2, and they will present various recovery measures taken by the construction industry today to resolve construction problems and disputes.
The L2 Construction Series hosted by Wai Loon and Hong Kit was an online sensation during MCO. It was conducted over 30 days with 34 sessions covering various topics related to the construction industry; attracting more than 13,000 participants. When the series ended, L2 continued to engage closely with many of its audiences on social media and email. L2 i-con was launched to provide a platform to connect the construction community and identify common problems faced by the industry.
The Construction Quality of Malaysian Property
Progress is impossible without effort, and effort is even more so paramount in the times of COVID-19. Hence, it is crucial for property developers to continue delivering good workmanship in high-quality properties. As outlined in the National Housing Policy (DRN), 2018-2025 Action Plan; 2.1.1 To make QLASSIC (Quality Assessment System In Construction) certification compulsory for all new public and private housing projects. In this session, we have Construction Industry Development Board (CIDB) and a property developer together with us to discuss QLASSIC Assessment Scheme model and the future of workmanship quality standard or commonly known as Construction Industry Standard (CIS 7) for all building development projects in Malaysia.

Due to his vast experience in contentious construction disputes in various projects around South East Asia, he has represented various parties regularly in adjudication and arbitration proceedings. Perhaps, one of the biggest contribution Hong Kit has given to the industry is writing two handbooks essential to contractors and subcontractors.
Lam Wai Loon, founding partner of Messrs. Harold & Lam Partnership is a widely respected Chartered Arbitrator and a Fellow of the Chartered Institute of Arbitrators (U.K.). Malaysian publishers often invite him to be a regular contributor. Wai Loon is active with Malaysian arbitration and adjudication associations.
He served as the Deputy Chairman of the Expert Advisory Committee for the Asian International Arbitration Centre (“AIAC”), the President of the Malaysian Society of Adjudicators (2019-2020), member of the AIAC CIPAA Regulations Committee, and an approved AIAC Tutor & Examiner of the AIAC Adjudication Training Programme.
